Short answer: usually yes, if the work touches electrical wiring, plumbing, AC or ventilation, or the layout. Painting and light cosmetic work usually doesn't. Most projects need a no-objection certificate (NOC) from your building management or master developer first, then a permit from the relevant authority. Rules differ by community, so confirm before you start.

Why MEP Work Is What Triggers Approval

Why MEP Work Is What Triggers Approval

MEP stands for mechanical, electrical and plumbing. Paint and tiles are visible. Pipes, wires and ducts are shared with the rest of the building: the same risers, the same electrical supply, the same fire-safety systems, and the ceiling of the neighbour below.

That is why building management and the authorities care more about a moved bathroom than a repainted bedroom.

The list below is a general guide based on how approvals commonly work. Your building or community can be stricter, so always check with building management first.

What Needs Approval and What Doesn't

01

Painting, wall finishes — usually no

Tell building management and your neighbours anyway.

02

Floor tiling, joinery — check first

Some buildings ask for a notification or NOC even for interior finishes.

03

Gypsum partitions and ceilings — check first

Changes to layout or fire systems can trigger approval.

04

Electrical rewiring, new circuits, DB changes — usually yes

Needs drawings and a licensed electrical contractor.

05

Plumbing changes, moving a bathroom or kitchen — usually yes

Affects shared drainage and neighbours below.

06

Moving an AC unit, new ducting or ventilation — usually yes

A mechanical change that often needs drawings.

07

Removing or moving walls — yes

A structural review is needed.

08

Fire alarm or sprinkler changes — yes

Fire-safety requirements apply, including Civil Defence in some cases.

09

External or facade work on a villa — yes

Master developer approval plus authority checks.

Villa or Apartment: Who Approves What

01

Villa

First approval (NOC): the master developer. Main permit: Dubai Municipality, or the authority for your area. Common extra checks: external works, facade and boundaries. Typical delay: developer review queues.

02

Apartment

First approval (NOC): building management or the owners' association. Main permit: Dubai Municipality, or the authority for your area. Common extra checks: building access, working hours and contractor registration. Typical delay: building management review and neighbour rules.

The Approval Process, Step by Step

Follow this sequence to keep your project compliant:

  • Check your building or community rules — ask building management for their renovation guidelines before you design anything.
  • Define the scope with drawings — a licensed engineer prepares the plans, including the MEP layout.
  • Get the NOC — from the master developer for villas, or from building management or the owners' association for apartments.
  • Apply for the permit — in Dubai Municipality areas this is done online through Dubai BPS, normally by your consultant or contractor.
  • Cover utilities and fire safety where the scope needs it — plumbing and electrical changes can involve DEWA, and fire-safety changes can involve Civil Defence.
  • Do the work only after approvals are in place — tell your neighbours before noisy work begins.
  • Book the final inspection and close out — keep the approved drawings and completion papers.

How Long Does It Take?

01

Typical timelines

Timelines depend on your community, the scope and how complete your documents are. Developer and building NOCs commonly take from several days to a couple of weeks. A full permit takes longer. Ask for the NOC and permit dates at your first meeting, so you can plan the start date around them.

02

Dubai Municipality's AI permit system

In August 2026 Dubai Municipality said it is developing an AI system to issue villa building permits in minutes, starting with applications submitted by engineering consultancies. That is still in rollout. It is not a reason to skip the NOC or the drawings.

What Happens If You Skip Approval?

Rules and penalties vary, so ask building management what applies to your building. In general, skipping approval can mean:

  • Building management or the authorities can stop the work
  • You may be asked to reverse the changes
  • You may have to pay penalties

The cheaper question is the one you ask before work begins.

Mekina has completed 70+ renovation projects in Dubai, carrying out MEP and finishing work on home renovations, including AC, electrical, lighting, joinery, gypsum ceilings, painting and tiling. Mekina does not submit NOC or permit applications. The owner or their consultant obtains the approvals, and Mekina works from the approved drawings. Before any work starts, ask to see the approved drawings and the NOC in writing.

Case Study: Home Renovation for a Villa in Downtown Dubai, 2025

The owner of a villa in Downtown Dubai asked Mekina to renovate the ceiling and washroom, including the washbasin. Mekina carried out the works in 2025, working from the drawings and approvals arranged by the owner or their consultant.

The problem: the ceiling carries an AC diffuser, lights and a smoke detector, so the finish had to be planned around them.

What we found: the survey confirmed three areas of work — the ceiling finish around the AC diffuser, lights, smoke detector and access panel; the washroom works; and the washbasin, which needs water supply and drainage connections. Ceiling and plumbing changes like these commonly need approval, so Mekina worked from the approved drawings.

The result: the ceiling and washroom works, including the washbasin, were completed and handed over to the owner.

What We Did

The Downtown Dubai villa works followed these steps:

  • Site survey to confirm the scope and the MEP points the work would touch
  • Review of the approved drawings supplied by the owner or their consultant
  • Coordination with the owner or their consultant on any changes
  • Ceiling works and washroom renovation, including the washbasin installation and its water and drain connections
  • Checking of the finished work and handover to the owner

Why this job involved approvals: the ceiling carries a mechanical element (the slot AC diffuser), electrical elements (the recessed lights and the sensor plate) and a fire-safety element (the smoke detector). A ceiling access panel is also visible, which is how concealed equipment is usually reached for servicing. Changing any of these commonly needs a NOC and, in many cases, a permit. On this job, the approvals were handled by the owner or their consultant.

Five Mistakes That Cost Owners Time

  • Ordering materials before the NOC arrives — a rejected plan means returns and delays.
  • Treating "just moving the AC" as minor — it is a mechanical change.
  • Believing a contractor who says no permit is needed for everything — ask them to show it in writing.
  • Ignoring access and working-hour rules — many buildings enforce them strictly.
  • Skipping the final inspection — missing completion papers can cause problems at handover or resale.

Frequently Asked Questions

Do I need a NOC to renovate my apartment in Dubai?
In most buildings, yes. Building management or the owners' association usually has to approve renovation work before you start, and they often need the same drawings you give the authority.
Can I start work before approval arrives?
Don't. Starting early can lead to stopped work and extra cost. Ask whether a limited early-works permit is available for protection and site preparation.
Do I need approval to paint or change flooring?
Painting usually does not need a permit, but you should notify building management. Flooring depends on the building, so check first.
Do I need approval to move an AC unit?
Usually yes. Moving an AC or changing ducting is a mechanical change, so confirm with building management before work starts.
Who applies for the permit: me or my contractor?
Usually a consultant or contractor submits it, but the owner remains responsible for the approvals. Ask your contractor in writing what they will handle. At Mekina, the owner or their consultant obtains approvals, and Mekina carries out the works.
How much does approval cost?
Fees depend on the scope and the community. Some buildings also ask for a refundable deposit. Ask building management for the exact figures before you budget.
